Job Summary
The Talent Advocacy & Development Manager plays a key role in advancing IBPAP’s talent agenda through advocacy, partnerships, and program development. The position serves as a connector among industry, government, academe, and communities to help build a future-ready IT-BPM workforce and strengthen the industry’s position as a leading career destination.

All managers contribute to the Talent Advocacy & Development (TAD) department’s mission and the broader IT-BPM talent strategy. The role requires both strategic foresight and strong operational execution, balancing coalition-building efforts with measurable program outcomes.
Essential Duties and Responsibilities
(Core Responsibilities for All Tracks)
Program and Framework Development
• Design, pilot, and scale workforce initiatives aligned with industry needs to strengthen talent attraction, development, and advocacy.
Stakeholder Engagement
• Build and maintain strong relationships with government agencies, academic institutions, private sector partners, and other organizations to advance IBPAP’s talent agenda.
Advocacy and Representation
• Represent IBPAP in policy discussions, conferences, industry forums, and strategic collaborations that shape workforce development and industry positioning.
Resource Mobilization
• Identify and secure partnerships, funding opportunities, and technical support to sustain and expand talent initiatives.
Monitoring and Continuous Improvement
• Evaluate program outcomes, gather stakeholder feedback, and recommend improvements to ensure long-term impact and alignment with industry goals.
Thought Leadership
• Monitor workforce and education trends, synthesize insights, and recommend strategic interventions for IBPAP and its stakeholders.
Role Track Specializations

Advocacy Lead (Policy and Stakeholder Engagement)
• Lead policy dialogues with government agencies and partner organizations.
• Influence legislation, regulations, and public programs aligned with IT-BPM talent priorities.
• Develop and implement advocacy campaigns to promote industry needs and contribute to national workforce strategies. -
Academe Lead (Academe and Industry Linkages)
• Drive collaboration with HEIs, SUCs, and SHS networks to align curricula with the Philippine Skills Framework (PSF).
• Lead initiatives focused on faculty upskilling, student career pathways, and industry immersion programs.
• Strengthen academic partnerships to support a sustainable talent pipeline. -
Attraction Lead (Talent Attraction and Marketing)
• Develop and execute industry-wide campaigns positioning IT-BPM as a top career choice.
• Manage talent caravans, events, and engagement activities with students, parents, and educators.
• Strengthen IBPAP’s advocacy brand through media, digital platforms, and storytelling initiatives.
Qualifications
Common Requirements
• Bachelor’s degree required; degree in education, communications, public policy, or business is an advantage.
• Five to seven years of relevant experience in workforce development, advocacy, academic partnerships, or marketing and communications.
• Proven ability to manage programs, build coalitions, and engage senior-level stakeholders.
• Strong communication, facilitation, and analytical skills.
• Proficiency in digital tools and the ability to manage both strategic initiatives and operational tasks.
Preferred Qualifications by Track
Advocacy Lead
• Background in public policy, government relations, or association leadership.
Academe Lead
• Experience in curriculum design, faculty training, or educational partnerships.
Attraction Lead
• Experience in talent campaigns, employer branding, industry branding, or career advocacy.
